About Us
CWEF is an independent, community, equality organisation led by a voluntary Steering Group. In October 2022, the Tackling Inequalities event took place at Mount Shiloh Apostolic Church, with a diverse range of representation, from residents, community groups and a local councillor.
Feedback from the group highlighted a lack of awareness of the Our City: Our Plan among residents and community groups represented. One of the key actions of this event was the need for an independent organisation to work to resolve inequity and inequalities identified in the City and develop an Incident Reporting Tool to raise these concerns at a strategic decision-making level.

Sheila Gill
Chairperson
Chairperson Sheila has over 30 years’ experience of working in the local voluntary/community and public sector and currently works in Research Administration at the University of Wolverhampton (UOW) and is Branch Chair of Unison UOW Branch. Sheila is also a Committee Member of Wolverhampton Girls’ High School Parents’ Guild, a Lay Assessor with a Royal College, on City of Wolverhampton School Appeals Panel and a member of NHS England Patient Participation Group Champions.
Kanti Patel
Steering Group Member
Kanti Patel is a consultant for KCP Solutions and has over 30 years of experience in spearheading and providing business/project management support for public, private and community voluntary organisations. He holds a post-grad diploma in Careers Guidance and Management qualifications. He also has hands-on experience in engaging, facilitating, planning and deploying projects from start to end, including funding by SFA, AWM, ESIF, National Lottery Community Fund, UKSPF, Charity Trusts and local authority funding.
Adam Bhardwaj MA, BA (Hons)
Steering Group Member
Adam has been working in the community voluntary sector for 15 years. Adam holds a BA Hons Degree in Social Policy and Law, Level 7 Post-Grad diploma in Strategic Management, and has Masters in Kingdom Theology. He has delivered of a range of projects, including capital build programmes and is experienced at planning and deploying funding by ERDF, ESF, The National Lottery Community Fund, and Government Contracts including Adult Skills Budget, City Deal, the UKSPF, and various charitable trusts. Adam is passionate about supporting people to reach their potential and ensuring their voice is channelled through the right avenues to make a positive difference. He sits on various boards including the Advisory Board for Adult Education Wolverhampton, Black Country Futures and Wolverhampton Learning Platform.
Dana Tooby
Vice Chair
Active community volunteer with passion for equalities. Developed Older Person’s Learning strategy and Community Engagement programme that were showcased across Europe. Founder member of the Wolverhampton Equality & Diversity Forums. Currently a member of RWT Patient Involvement Partners group, Chair of PPG, PPG Champion, Age (UK) panellist and Compton Care.
Pastor Simon Bhadwaj

Pastor Simon Bhardwaj has been proactively working in the community for over 30 years and is one of the founding members of Bilston Resource Centre and Bilston Neighbourhood Church. Pastor Simon is proactive in serving the needs of people and has managed a range of projects funded by ERDF, Lottery, ESF and also capital build programmes. Pastor Simon has also led a number of campaigns to tackle inequalities, and institutional bullying and highlight where policy has not been followed in alignment with correct procedures. Pastor Simon offers pastoral counselling to help people from all walks of life to help overcome daily challenges affecting their mental health.
